Introduction
Adopting a strategy that places infrastructure development as the driving force behind economic growth, Vietnam is accelerating and planning many major infrastructure projects, named as airports, metros, railways, seaports, and highways. Reinforced by Resolution No. 68 on promoting private sector participation in economic development, domestic and foreign enterprises are presented with strong opportunities to take part in the development of critical infrastructure projects.
However, alongside these promising developments are risks of underlying disputes over these projects. A notable example is Line 1 of the Ho Chi Minh City Metro, which has been challenged by multiple conflicts and claims by contractors and stakeholders before the project’s target completion date.
