CNC’s Milestones at VinFast Hai Phong Expansion Project – CNC

CNC Counsel is honored to announce that we have accompanied the parties in VinFast Hai Phong Expansion Project as the legal and contract management advisor, under the leadership of Mr. Le The Hung, the Managing Partner, and with the dedicated efforts of Mr. Tran Pham Hoang Tung, Partner, and Mr. Pham Nguyen Tan Trung, Junior Associate.

VinFast Hai Phong Factories Complex has commenced its operation since 2019, occupying a 335-hectare site in Dinh Vu – Cat Hai Industrial Park, Hai Phong City.

In 2025, the CNC’s legal team undertook the role of providing legal supports to the parties during the expansion of VinFast Hai Phong Factory Complex.

As an expansion project, the requirements on fabrication works, transport, and constructions are significantly higher than that of new construction since the project implementation must not affect the everyday operation of the existing Factory Complex.

The Project implementation also encounter several issues, with some of the more notable being constant changes to the design, issues with regard to the site, coordination among contractors in the Project. Especially, during the end of 2025, the Project was severely impacted by historical storms such Storm No. 9, Storm No. 10, and Storm No. 11.

Therefore, the CNC’s legal team has supported parties in their risk management, thereby ensuring the legitimate rights and interests of the client.

Ultimately, together with CNC’s involvement, the Project has overcome the challenges and difficulties and reach the finish line whilst ensuring the strict schedule and quality requirements of the Project.

VinFast Hai Phong Automobile Manufacturing Complex

The Project is located at the Dinh Vu – Cat Hai Economic Zone, occupying a 335-hectare site, 145 hectares of which are reclaimed coastal land

In 2025, the VinFast Hai Phong Factory Complex has rolled out its 200.000th electric car of the year, taking the position of the car brand with the highest revenue and market shares in the history of Vietnam’s automobile industry.

The 200.000 cars produced by VinFast Hai Phong in 2025 are for both domestic sales and exports to international markets. Aside from the factory complex in Hai Phong, VinFast is currently operating three other factories in Ha Tinh (Vietnam), Tamil Nadu (India), and West Java (Indonesia)
